NYC Delays Its SHIELD Rule 4 Months

NYC’s Department of Consumer and Worker Protection (DCWP) announced that the SHIELD Rule will be held from September 1 to January 1, 2027.

The SHIELD Rules are the new debt collection requirements applicable to creditors, first-party and third-party debt collectors handling any account owed by a NYC consumer.

The DCWP stated that the delay was being granted “to provide additional time for the Department to answer questions and for the regulated community to make any operational changes.” The DCWP also advised that it will be releasing an FAQ in “the coming weeks.” The FAQ is expected to clarify some of the ambiguities and conflicts between the SHIELD Rule and the FDCPA.

The 4-month delay is not a reprieve.
